It works!
Reinstalled WordPress and most recent BigFeature theme. Building it up from scratch but referring to old copy set aside.

Should they be deleted?

They can be deleted (they have been moved to library/admin). The best way to upgrade might be using that "easy theme and plugin upgrades" plugin, since then all the files are deleted and the new version installed without any files left behind.

Import works.

OK. That's good. Then there's a problem between the versions. and I'm not sure how to solve it. maybe manually changing all the settings is the only way. Install another wp and install the old theme to import the settings to see what to change.

Import works. (Made settings test change. Exported test change. Undid test change online. Imported test change. Result: Test change reestablished.)

What next? I've got BigFeature 1.4.2 files copied in place [unless I booboo'd something]. I noticed these files existing prior to 1.4.2 (and were not included in 1.4.2) in folder
/wp-content/themes/bigfeature/bigfeature/library/functions:
metabox.php
theme-settings.php
user-profile.php
Should they be deleted?

they suggest WordPress may be preventing access when trying to apply .dat file. The file bigfeature-settings.2012-01-26.dat is now in folder wp-content/themes/bigfeature

The file should not be in that folder. It should upload from the computer, but never be moved to theme folder. The question here is if uploading works. I think the file is uploaded to the tmp folder, but if the wordpress uploader works this should work too.

You can export from the current version (change some settings first) and see if that import works. If it does then it's a problem between the theme versions.

In conversation with web host support, they suggest WordPress may be preventing access when trying to apply .dat file. The file bigfeature-settings.2012-01-26.dat is now in folder
wp-content/themes/bigfeature

I can give you password if you need.

I get "Howdy, Admin" but can't tell which privileges are available.
(The Manage Themes page still shows BigFeature 1.4.0.3 after I copied in the new files. When will new version 1.4.2 show?)
When pushing Import button, I do get popup dialog. Browse button lets me find desired file "bigfeature-settings.2012-01-26.dat". Error msg occurs after I press Upload button. Is there a target destination for the .dat file that needs permissions set?

that message should only appear if you are not logged in as admin. Does it appear in the popup dialog or after pressing upload?

Getting "You do not have sufficient permissions to access this page" when pushing Import button at bottom of Theme Settings.

Prior to this, I did
Upgrade WordPress 3.2.1 to 3.3.1
via Dashboard autoupdate
Plugins:
Akismet 2.5.3 to 2.5.5
NextGEN Gallery 1.8.3 to 1.9.2
Themes:
Twenty Eleven 1.2 to 1.3
Twenty Ten 1.2 to 1.3

Backed up BigFeature theme settings
Export button at bottom of Theme Settings
Save Widgets (button on Appearance)

Attempted to upgrade BigFeature 1.4.0.3 to 1.4.2
Copied/replaced new files with Filezilla ftp
Restore Widgets (button on Appearance)

Maybe I shouldn't have jumped from BigFeature 1.4.0.3 to 1.4.2 ?
