Creating site that is rtl, but it isn't working on the homepage or the header

I'm working on a site that is English and Hebrew. I've finished up the English and I've started to work on the Hebrew. There seems to be support for the inner pages, but the header and the homepage are still ltr instead of rtl. Can you help me out?

are you using the rtl stylesheet that comes with the theme?
