I would Like to know how I can have the images for my posts appear featured above the post title even if they are smaller than the 528px minimum width.
Almost all of my blog post pictures will be only 280px wide.
Please advise,

If you set an image as default (or add to the image url) don't insert the image to the post too. The image will show above the title if it's at least content width, or span over the sidebar if it's at least container width. You can decrease the content width by adjusting the other widths (in the theme settings) or using both of the sidebars.

Is there a way to keep the site as default width (and only having one side bar), while still allowing smaller default images above post title?

nope. BigFeature = big feature images.
